Eligible merchants include any independently owned small businesses that accept the American Express Card. Purchases made online, at large, national chains, at franchised business locations and at government agencies are not eligible. Prepaid, corporate cards and ExpressPay transactions are not eligible.

Is this list of eligible merchants at Amex's discretion? I mean, doesnt seem like any way to know ahead of time whether or not a purchase will qualify for certain.

It just looks like a way to get people to spend at least $25 at a bunch of places hoping one will be a hit. A great way to drive spend from AMEX's point of view. I registered just in case I happen to buy something that qualifies, but won't go out of my way to find a small business.
I have read of people having issues getting the statement credit. Anyone have any success with this before?

If your Card is replaced during the promotional period, please call the customer service number on the back of your Card for assistance. Registration is limited to the first 100,000 enrollees.
