100% pure laziness. I fly from a regional airport to PHL and LGA all the time, and all are under 1hr flying time, and never once have I had an FA refuse cans of soda service, minus like you said turbulence issue of course.

AA really needs to do more undercover auditing of their FA's. The rules some of these FA's make up are ridiculous.

I worked for a regional for a bit, let me tell you the most self-absorbed, nitpicky, condescending people I worked with overall in my time there was 100% the FA's. 1 good one for every 3 lazy or snarky one's who think their crap don't stink. I always felt bad for the great ones since their colleagues make them all look bad.

This is a well-known ploy FAs use in order to avoid doing their job. This isn't limited to AA either. I've seen the same thing plenty of times on DL flights between MCO and ATL as well as on Republic/Eagle. Funny thing was on one Republic flight it didn't stop the FA from pouring herself a drink, lol.

Yeah! I was on mainline this past Saturday and experienced this "rule". They only offer water and OJ for the flight (SAT-DFW).

I was in Y this time but noticed that wasn't the case "up front". I didn't want to press my luck or raise the issue for the relatively short flight that I was fortunate enough to get the last seat as I was standing by for an earlier flight.

Several times on the PA the FA announced that they only were serving water and OJ. And sure enough when the cart came through the cabin it was only loaded with those two items. That was the only time the FA came through the cabin too.

So, you were not offered a complimentary drink as an EXP in the Y cabin, and you did not request it?
