A smart company would always be looking to make the best decision, including evaluating the costs/benefits of staying vs. moving.

Sounds more like a shot across the bow to Fort Worth, maybe to get some city incentives going?

The local speculation has focused on the old Cowboy's stadium site. This does not look like a very good location to me for this purpose or much any other purpose, unless all you want is high visibility.
