To add insult to injury looks like Tug driver got stuck so is still sitting there staring at radome a mere foot from face until firefighters extract him.

Unlikely that they were unloading bags as the article states that passengers were boarding at the time. More likely that bags had already been loaded but loading ramp hadn't been removed yet. Since that ramp appears to still be there, it is also unlikely that they were actually pushing back at the time. I could be wrong, but my guess is that the tractor was approaching to get connected, and either the driver messed up or the brakes failed.

Tow bar failed. They wouldn't have hooked the tug unless they were about to push back. They probably deplaned the passengers after the collision hence the gateway.

While the media frequently gets things wrong, all media outlets are consistent in saying that passengers were boarding the plane when the tractor hit the plane.

While the flight is usually scheduled to depart at 4:10 pm, the DMN blog above says it was a 4:45 pm departure. Half hour delay, perhaps?
There is no evidence that the tow bar failed - in fact, no evidence that it was attached to the plane prior to the collision. Looks like the American Eagle ground crew tractor driver simply rammed the plane. Luckily, she wasn't injured or killed.

There's some nice high voltage stuff under the radome (pulse forming network in particular); that could make the hurt even greater. Looks like a brake failure, or "human factors". Bet there was a big "crunch!" sound.
