According to the HP website, partner travel on NW provides elite mileage credit to many destinations ("One FlightFund mile for every mile flown from the U.S. to any of the following destinations: Alaska, Canada, Honolulu, Mexico, Europe, the Caribbean, and Asia") but seems to exclude South America. Anyone know if this is just an oversight or some hard and fast policy?

That's because no NW metal flies to South America, and you can't earn miles on NW codeshares with other airlines. NW codeshares with CO/DL to S. America.
