They're also supposed to share miles between programs... according to Argentinian newspaper.

Share miles or the ability to credit flights to either program?

If you can actually transfer miles from AZ to AR's programme I'd imagine quite some people would be interested to transfer their miles right now..

what? Why? AR program is the worst. No changes allowed, not even for a fee or having status. Awards are pretty expensive and low availability (you're better off using DL miles on AR flights)
even though they have tables published it's impossible.

Because the chances of losing your miles with AR would be smaller than losing all with AZ's programme I'd think. It's a realistic scenario that later this year Alitalia and Milemigla will cease to exist.

It will also allow the two airlines to harmonize the customer experience and deliver seamless world-class airline product between Argentina and Italy.

It allows them to collude on pricing, scheduling, etc in ways that otherwise would be deemed anti-competitive. It means that the airlines no longer compete against each other; instead, they co-operate. It usually involves the pooling of revenues on the routes included.

Here is AA's definition of Joint Business Agreement, in the context of the announcement of their JBA across the Atlantic with BA and Iberia:
