My understanding is that Airtran will discontinue a+ reward voucher some time in February, hence I tried to convert my points to voucher just now, but I couldn't find the option to convert the points to voucher.

It should still be possible, by phone. They took the online access to creating vouchers off their website awhile back, but I have had phone agents create vouchers for me a few times since then - last time for me was in October.
