Air Berlin Baggage Clarification

I'm flying on AB in June TXL CPH. If I choose the Economy Classic option, it states that I get one bag included up to 23 kg I believe. But does this mean it has to be checked if it's, say 20kg? Or can I carry it on if it's still within the size limits. I don't really want to check the bag.
I'd really appreciate clarification on this. Thx.

Carry-on baggage must not be heavier than 8 kg, even if you do have a free baggage allowance. They may or may not weigh it, so you can try taking it onboard anyway – the worst that can happen is that they make you check it. Since your fare includes a checked bag, this won't cost you anything.

You are entitled to 8kg of carry-on baggage and 23kg for checked baggage.
There is an option to buy additional hand baggage, but it is bloody expensive.

In fact, they are checking carry-on baggage more and more, at least in TXL.
