No, when you book a "JustFly" Fare you are not eligible to select seats for free or even for a fee.

... but the system allows me to pay for seats at the time of booking even with JustFly? Rows 1-3 or XL for 19€, "Category A" (pre-exit row) 15€, "Category B" (post-exit row) 9€ ...

Last time I flew JustFly (late April) I could choose seats for free at OLCI. Even rows 1-4.
