Quite normal at YVR even in the summer during normal ops and off a small (Jazz) flight.

I can't envision how the construction worker did anything less than admirable by removing the bag from inevitably being run over. Remember, they were in the roadway itself. Any baggage-handling employee will be able to tell by the tags where the bag is intended to go and how it is meant to get there. They can thus take said bag to an appropriate place.

Again, that's easy to tell at a glance. I'm sure any carrier would appreciate a helping hand in the form of an AC employee taking the bag to the nearest appropriate person to reroute.

do you really expect someone working for AC to go out of their way to deliver a WJ bag to the other side of the airport during their flight or on their break? i'm afraid that competition doesn't usually work that way. some would help, some wouldn't. i think the only way that all airport employees would be working together is if it was safety related.

A bag handler is paid $10 per hour. His boss will tell him what to do

When I did my stint in baggage I would routinely pickup baggage with AC tags or AC contract aircraft such as Lufthansa, Cathay etc. If it was Westjet or another carrier they are handled by either Swissport, Globeground or AirNorth. Those usually stay where they drop until the person responsible picks them just as an AC bag would not bothered with by a contract ground handler.
