Asked to remove hat by GA

I can see removing a hat for going through customs/immigration. However on a domestic flight GA's are neither and there is less need for identification.

Is there legislation requiring ID to be produced on a domestic flight, or is it airline policy?

The former...the requirements are set out by Transport Canada.

In the US TSA carefully scrutinizes your ID when you go through security so you are not required to show ID when boarding. In Canada CATSA does not match your ID with your boarding pass - they have downloaded that to the airlines.

The GA is matching the passport photo with the person.
Are these the same gate agents who allow people to board without a ticket, and to go the wrong destinations?

Yep. Also the same agents that refuse to adhere to, and enforce the Zone boarding order.

Perhaps. Would need to put the Fedora inside the personal item sizing device to confirm. The gate agent may need to put a special cabin baggage tag on the hat.

I don't recall hearing that announcement before.
More and more US airports have Facial recognition cameras at outbound gates for international flights. DFW is one of those airports where it was tested a while ago.
