I have participated in every EYW contest that AC has run and I know for a fact that in previous contests ties didn't matter unless AC was unable to positively ID the top 20 wing positions. We have had ties in the top 20 previously, but never in the 20/21 positions. Unless AC is changing the rules this time around (facts please), it is reasonable to assume that this is how it will work this time as well.

As a final note, I understand where your original point was coming from. Previous leaderboards did the same ranking (i.e. two people in spot 13 are both assigned #13). However this is not how the true top twenty are assessed at contest close. If your rank says #20 at contest close but there are two #13's, you won't win the prize. AC IT has struggled with every single EYW contest.
