I can't get too worked up about a 30 or 40 minute delay any more. It's more or less normal. What gets me is when something major goes wrong - broken a/c or canceled inbound, so now they have to scramble to find another a/c, then some wizard remembers they have to scramble to find a crew that won't time out. Then they have to tow it over from the U.S. side. Then they have to groom and cater. While they're doing that, another wizard at the gate takes a wild-a$$ed guess at what time they might get their act together and posts it just so we'll shut up and go away. Then as things slowly start to come together they post another departure time, then another, then...
When I finally board, turn my phone off, arrive at my destination, turn my phone back on I get two or three texts advising me of the delay and revised departure time(s).

Hello,
I must be a noob at this, but AC shows 1118 as on time, even though 1117 which is the inbound aircraft, I think, is now wheels up and delayed. 1117 shows as arriving at 7:27 pm when my flight is at 7:40pm.
Why doesn't 1118 show a delay?? Clearly it'll be more than a 15 minute delay...

And no not necessarily... to end of the line stations like YQR you may be able to predict times quiet well; however if flights get delayed out of bigger stations such as YUL and YYZ predicting the departing flight using the inbound is not very accurate (especially to drawn out delays) due to the chance of fin swaps.

Somehow I cannot get the AC flight status to work. It appears to depend upon hosts which I blacklisted.
(Not saying the delay is a big deal BTW.)

A lot of 'glass half empty folks on this forum'. Thank goodness the Air Canada staff didn't have the same attitude.
Bottom line, according to Superangrypenguin, is that the staff did a heck of a job in turning the aircraft quickly. The end result is that the flight arrived in YYZ within 5 minutes of scheduled arrival time.

Flightaware is wrong. The aircraft left the gate in YQR 15 minutes late and arrived at the gate in YYZ 5 minutes late.

I'm not sure if I fully understand your post. However, you mention leaving passengers behind. The problem is, let's say they post a more realistic departure time of 8:10 and a number of passengers head off to the bar. Then the aircraft is actually ready to depart at 8:00, yet can't depart because these same passengers are still in the bar. Air Canada can't leave them behind because they've posted a departure time of 8:10. Also, they would have to do a search through the belly and off-load their bags, which takes time.

"Hi, I'm AC 737, and it's delayed enough that I'm worried about my connection in SFO. Anything you can do to protect me on a later flight?"
"Sir, I'm not showing 737 as delayed."
"The published departure time is 75 minutes ago and we're still sitting at the gate..."
That is much more typical of my experience with concierges. The only time I've ever been proactively called is from SFO.

So I look at the monitor, find out where the next YVR flight is leaving from and go the gate. I ask the GA to put me on standby. She does, I get on, and actually arrive in YVR before the scheduled 4:00 flight should have arrived.
Just goes to show that when IRROPS strike you need to be proactive and look after yourself.
BTW, would somebody explain what "protected" means?

So, there's a couple things, that's a relatively small delay, and I think for perception they avoid ever using the word delay.
Also, when you're talking about a delay that small there's always the chance that the aircraft gets turned in time (obviously that's not gonna happen in 12 minutes, but maybe it only takes 20, then you're not even really delayed much).
The other thing that comes in to play is they don't want people to wander off from the gate. So you'll notice that lots of the time they either don't post them, or they post them at the last possible minute. Because as soon as you walk up to the screens you see delayed 16:00 instead of 15:30 you take for granted that there's no chance the flight leaves before 16:00. So they're better off having everyone wait until 15:25, then saying "oh it'll be 15:45" then realistically departing at 16:00. Sure it angers people a bit, but that way if they manage to load up and push at 15:50 they can go instead of waiting for the 3-4 stragglers who are still in the lounge or whatever.
My beef is when it's really late they don't post the delay early enough, but some of the same factors come in to play. IE: YVR-YYZ leaves 60:00 late and that same aircraft is gonna do YYZ-YVR. Well, in YYZ they should know the departure is gonna be late, but on their end, the same stuff comes into effect, but also they may be able to tail swap the aircraft, and with winds and good taxi routing they may shave 60:00 down to 15:00.
Point being they don't JUST do it to be jerks haha.
