Just a bit of frustration.. In 2012, I have had the worst luck with upgrades clearing.. I've literally had 1 segment long haul clear out of about 12.
I have a trip coming up on the 16th YEG-YVR-HKG-TPE and I was optimistic on the YVR-HKG leg as it was showing R5 J9 like 3 days ago.. Then I wake up 2 days ago and it is now J1.
Literally overnight almost every J seat was claimed.. That's a lot of J seats to get purchased literally overnight
Looks like my upgrade luck continues
The return on the 23rd is showing R9/J9, but, I suspect that'll also be J0 before the day..

The J seatmap looks pretty empty. Maybe taken up by deadheading crew? Or maybe someone bought a lot of flexible J tix and plans on refunding them last minute?

With the exception of the Captain, crews are never confirmed in J/C as per company policy. In addition, unless for irregular operational reasons, crews do not deadhead to/from HKG. Reality is....flight is full.

Your record does seem in line for an *E, no surprises here really...
0 for 10 long haul flights...E. Next year we have to buy tango plus to use eupgrades. wonder how that is going to work. Business cannot justify it. Government won't pay for it and anyway now air miles on government travel is considered an "unpaid benefit" and could be cause for dismissal. we are bummed

500 people were laid off at the private telco I work for. They'd much rather be "bummed" govt employees trying to deal with the unimaginable loss of fewer status miles on biz trips.

This is intriguing. Do you have a link to an article or existing discussion? I must have missed it. Does this mean government employees will now be required to book lowest available fare like most private sector employees (at least those with public shareholders)? Does this apply to all levels of government and seniority?

It appears that your flight is on a net oversell situation, not a gross over sell. I use the term net to describe where Y class is oversold but there are available seats in J to handle the Y over sell. A gross oversell is where both Y and J are either 0 or oversold.
In your case the Revenue Management systems has pulled down J sales to allow for "opup" from the Y oversell.
The OP is however potentially partially correct. There could be a large group in Y (less oikely in J although I have seen this happen too) that could be playing with the oversell computer projections. In a normalized environment, the computer can predict that a few individuals will cancel at the last minute, so the computer allows the oversell. The problem is when a large group (like a sports team) books the seats, either the whole team goes or no-one goes. The likelihood of a denied boarding is greater in the large gorup booking scenario.
but even though some were in denial - and ridiculed others saying systemwide Tangoization would never happen - most of us knew the writing was on the wall for a while now for a systemwide Tangoization of fares, which is exactly what happened.

i remember someone at the municipal level government that got into trouble for putting his petro points card when fueling its pool vehicle up
it depends on the agency.....so check the employee manual
