Sorry, I think I am missing something, as I thought status always start at March and end at Feb. Qualify period is Jan to Dec, and I didn't see anything that indicate that is changing.

Status has been from the start of the year until end of February the following year.
Look back at when you used to get your SSWUs and your e-ups, they were always valid from 01 January of the status year, now, unlike before, you cannot use your benefits in January and February. If that's not a downgrade, not sure what is.
Status has always been effective from March 1st - February 28th of the following year. I don't really have an issue with this.

Right. It also doesn't let you combine outgoing and incoming credits. So if you have 9 credits left for 2012 and need 1 more for an upgrade, you can't use them on February 28th with your new credits. But on March 1st, the 9 credits would expire.

Thats ridiculous. What happened to earning status for remainder of this year and for all of next year with immediate effect - ie. like every other airline does.

Also means anyone with left over credits, expecting as would always have been possible in the past to top them up with new ones to use on a flight, loses out.

But the OP is stating crediting the flights to another program for Jan and Feb only.... So why would someone that is thinking of staying with AEROPLAN in 2013 does not want to credit their flights in Jan / Feb to help qualitification for 2014

Early qualify is only if you meet the status by mid Oct. And the FAQ state that for this year, you will get 2012 status only unitl Feb before the new program and benefits to be start in March

Upg certs and e-Upg, yes, you can use them once you get them. So, with the select prvilege not available until Jan/Feb, that is what is being affected. But everything else - lounge access, *G, etc.. Always kick in only at March, unless you got the early qualify by mid Oct where you get new status immediately with the current year benefits. So if someone an AC*E now and got AE*100K after mid-oct, that person will continue get AC*E until Feb. This had been like this for years... As far as I know

As a relative newbie, who got E in 2011 covering 2012 and was going to tick over for SE in December this year, I've been following with interest discussions elsewhere here on when new status would be recognised.
Other threads have come to the general concensus is that if (in my case) SE was gained in December, that status would be recognised 'early', maybe after a 'sweep' in late Dec or Early Jan (but kit and formalities sent out for March 1, as per protocol).
Therefore I'm surprised at comments here saying 'Status only recognised March 1 is normal'. And I wonder why, when and if 'early ' status will be recognised should be an AC State Secret, subject to endless speculation in forums like this one.
Anyway: I got to 75K in mid October. I ticked over 100K 2 days ago, and have been waiting to see when web site at least acknowledged SE (and therefore i could at least claim SE status perks, as I am travelling trans Pacific in Jan and Feb.).
Ha Ha Ha. Today I received an e-mail congratulating me on reaching 75K! Two months after the event.
So I have the choice of flying One World with top status (Qantas Platinum), or *A/AC with lesser one. There are a number of criteria to choosing an airline, but AC has put itself behind because its IT can't recognise reality of a customer's flying amount and loyalty to within 2 months.
