Pre-departure drink of OJ or water. Snack, like a wrap or quesadilla and a couple rounds of drinks. The food is okish, but if it's the only segment in your itinerary I wouldn't bother. I'd rather take Via Rail in that case :P

I would be very surprised if there was anything like a snack other than almonds. I seem to recall that this flight can be very short--in the 22-28 minute range.

I fly 143 regularly, but haven't been upgraded on it in quite a while. From my experience:
Don't upgrade it. Total waste. It is not 40 minutes, closer to 20 or 30. You will get a drink and maybe a small snack (ie. pretzels, not a wrap or anything real). This, of course, depends on weather. If it's not ideal, the plane will climb higher, keeping the seatbelt sign on (and flight attendants sitting) most of the flight.
he flight continues to YEG (as it has for decades- Gimli Glider was AC 143), which is why it has J at all. It is 150km (appx.), less than half the distance of YYZ-YOW. Even airlines (ie. AF) use busses for pax on this route instead of flying them!
I know there is a jazz CRA that also flies the route, and is also on continuation from YWG ( I once accidently booked it instead of 143 all the way, don't ask how I didn't notice). I would be shocked if anyone bothered to upgrade such a short flight. In fact, I think it's probably the shortest flight with J that AC flies? Given YVR-YYJ no longer sees a daily E90 connector from YEG.
If you're not doing any flying where you'll need the credits, I guess J never hurts. If you have any chance of upgrading anything else at all, don't bother.

If it's anything like YYZ-YOW, the snack of the day are some sort of cold chicken brochette (skewer) and a complimentary pack of almonds. The chicken is edible but I often skip it.

No, YYZ-YOW and YYZ-YUL are a lot longer than YYZ-YOW; both the YYZ flights do have more complete meals, but at 92 miles there isn't time between Montreal and Ottawa. In fact, most of the flights are propeller planes, and don't bother with J-class.

I have been in J several times this year on AC 143 YUL-YOW. Usually, a cup of water or juice. Bar not open. Snack MIGHT be a package of almonds. Turbulence during take off of over 5 minutes and you won't get anything, as you're about to descend.
I'd not use any points or pay any extra cash for this adventure in J, however if it's a connection from / to another flight that contains J, it shouldn't cost any more.
Most flights on this route are Dash 8's. No J cabin. AC143 is one of few daily flights between YUL-YOW that offers J.
