There was a thread on this a couple of years ago and the rules are different for domestic vs international. I remember the thread, since many people doubted the poster who gave the correct answer for international flights - it's with parental consent - and the answer was repeated 3 times before it sank in. Having said that, I don't know what the domestic/transborder age is, but it is age related.

What a terrible letter. Lounge is not a benefit we guarantee so go suck eggs. How about MR jlisi, you are entirely correct. Lounge access is a benefit, though one time access is not guaranteed, sytemtic refusal for access is not what we promised or what you expected... we would love to solve this problem... but we cannot knowingly break the law... if you or anyone can suggest a viable solution we would jump to try it... because we know lounge access is extremely important to frequent flyers like yourself... even giving you money does not solve the problem... can we look at getting you access to other lounges at airports in the interim?

A little creativity from AC could have gone a long way here. While it was nice of them to write personalize letters, OP is right in saying that the AC "answer" is a non-answer indeed.
AC could have said "We'd luv to have you in the MLLs to your heart's content. Just sign this CYA "contract" which states thou shalt not drink alcohol in our lounges. If you do, your lounge privileges could be suspended with cause for balance of the year."

While I sympathise with the OP, AC's hands are truly tied on this one.
The solution is to lobby your MPs to change our archaic liquor laws.
Offering the OP $200 seemed a little off to me, almost patronising. AC should just stick to the law that is out of their control, and the OP will unfortunately just have to accept the law of the land. Pretty simple really.

I am pretty sure in the fine prints, it mentions that you are bounded by the laws, so you should've knew what you signed up for when you joined AP. It is very unfortunate for you for sure, but I don't think 99% of the members would like to see bartenders in MLLs or MLL striped of its liquor licence just so they can let a few unaccompanied minors in the MLLs.

Liquor legislation is provincial, OP would have to lobby a lot of politicians. I think AC could have offered more to make up for the OP not being able to access lounges, but I still do not see how AC can ignore liquor laws in the jurisdictions they are in.

i'd say give a $40 meal voucher every time they refuse u at the lounge...... (one voucher per flight)

It would cost millions to bring in bartenders to the MLL, and people would rightly ..... about it.
AC likely isn't interested in the liability of supervising a minor.
I assume the people flying you into perform could be persuaded to buy you a bowl of chicken soup and a diet coke while your waiting at the airport.

In most jurisdictions AC cannot legally supervise a minor in a licensed establishment, whether their establishment or someone else's.
The jurisdiction in my province use the term legal guardian, which means parent, of-age spouse or legally designated individual. Your older brother, let alone a random airline employee, cannot be your legal guardian, unless the province has legally deemed that person your legal guardian.
AC cannot change the law (generally), what they can do is find a way to make up for the benefit the SE cannot utilize.

They should give you a F&B voucher like some others have said. Or maybe it would be worth it to be an UM, pay the fee, and have the person tasked with supervising you escort you into the lounge? A disappointing answer with disappointing compensation.
Terrible to think that all that work building your position was for $200, when annual lounge memberships with priority pass or with other credit card companies are $500+.
Keep fighting - only a few years till 19.

Listening to CBC radio today; a very pleasant concert, but the announcer was hopeless - on and on she went about the biography of the performer, with nary a mention of his being excluded from the MLL on his travels. Like any of the other details matter.
