Does anyone know if it is possible to apply for a new passport at Canada immigration in YYZ?
I need to have a new one issued ASAP [in order to get a Chinese visa] and I will in YYZ for almost four hours on Tuesday [wonderful AC schedule change - again ] so I would like to do it then if at all possible.
I can't apply for one now b/c then I will have no documents [passport or birth certificate] to get back into Canada.
If anyone knows [AC*SE?] I would really appreciate a little adivce. Thanks so much!
Immigration does not issue passports - the Passport Office does, it is an agency of the Department of Foreign Affairs and International Trade. You also need a guarantor to sign the application and the photos (in case you have not done this yet) and there are specific people who can act as a guarantor.
A Passport Office can usually issue a passport within a few days of application and in case of emergency I do believe that same day service is possible. Even if Immigration could issue passports they wouldn't have the equipment to do this at YYZ.

Another possible avenue: Your local Member of Parliament. My family encountered a passport problem and our MP was very helpful. Again this depends on the quality of your MP.
MP won't be useful in a situation like this. They are most useful to intervene when your application gets lost, or you fall into a regulatory gap.
The Passport office in Toronto has been offering express service on a pilot project basis. But 4 hours is a non-starter.
The only time I have ever seen a passport that fast was an emergency passport (the one page wonder) for a med-evac. They're only good for travel to Canada, so that's useless to you. The fastest I have seen a full validity blue passport issued is 24 hours.

Thanks AC*SE, but I have to get a passport issued and send it back here to my school in GR. They will have to wait until it shows up to send along with all of the other applications to the Chinese Consulate in Chicago. Then, once they issue the student visa, it has to be sent back to me. Complicated, but in the end worthwhile [I hope ].
I have just finshised renewing mine. There are three options that are normally available (excluding things like using MPs)
Normal 7 day service- $60.00
Express 48 hr Service- $90.00
Express 24hr Service- $120.00
A few years back my great-uncle passed away in England and my grandfather, who lives in Toronto wanted to be at the funeral. He found out in the morning and had to catch a flight that afternoon to make it. After arranging his ticket he had the presence of mind to check his passport and it had expired 3 weeks earlier. After getting the notarized photos we raced to the passport office and they issued him a new one within a few hours. So I guess it is (or at least was) possible.
Go to the Canadian consulate in Milan. When I was in Italy in 1999, I was robbed and lost my passport (but thankfully not my wallet and other ID/money). The consulate was able to generate a new, blue 24 page passport in 2 hours. I only had to bring photos from the kiosk in the train station, my application fee in Italian cash, fill out the standard application and also a declaration in lieu of a guarantor, and present my birth certificate (which I did have with me). The passport was valid for one year.
However, if you actually have a passport, then things may be different...
