Do Aer Lingus allow cancellation 24 hours after booking?

Booked flights for myself and two friends to Dusseldorf in June this morning, one has now said he can't go. As they were only booked a few hours ago, some have suggested there is a 24 hour cancellation/grace period, is this the case? I know you can for the US but I wasn't sure if it applied for Europe. They are saver fares so no Flex entitlements. I'm assuming our alternative is to use the Name Change function, which I believe is €100? Any advice is appreciated.

Only flights to/from US have the 24 hour window per DoT requirements
