Sofitel Tirana

On ITCM

Sofitel also announced the signature of the management agreement of the future Sofitel Tirana Palace in Albania’s capital city of Tirana. The hotel is located seven kilometers from the growing city center, which is home to the country’s center of culture, education and politics. The Sofitel Tirana Palace has been built in the spirit of hotel that looks out over the world. The architecture is a mix of neo-Greco-Roman with a brilliant Albanian touch: columns, allegoric sculptures representing historical Albanian heroes, and four large French clocks on the roof.

Pullman hotel in Liverpool

Accor has announced it will open a 216 bedroom hotel under its Pullman brand, due to open in summer 2015 at the Kings Dock in Liverpool.

Park Lane Hong Kong, a Pullman Hotel

On BTUK:

Accor has announced that The Park Lane Hong Kong hotel will join its Pullman brand at the beginning of next year.

The iconic 826-room hotel will reopen under a franchise agreement as The Park Lane Hong Kong, a Pullman Hotel on January 1, following a HK$200 million (£16.2 million) refurbishment.

It will be Accor's 600th property in the Asia Pacific region and the Pullman brand's only hotel in the world that doesn't start with the word 'Pullman'....
The hotel cannot be booked yet via Accor channels

Do restrictions exist?
Restrictions can exist in management contracts. Perhaps a hotel owner doesn't want to share the Pullman brand with another hotel in a particular city. However Hong Kong is too big a market. And as the quote implies, there's an island side and a Kowloon side, and maybe someday a Pullman at the airport.

I'm looking at booking a room in Shanghai in March. Any idea from when on one can book that property? Hoping for lower rates due to new opening

It will be very risky IMO for a stay in march. All Accor openings have always been delayed by several months. You can try by but I would secure also a booking at Sofitel Hyland Shanghai at a modifiable/cancelable rate and so you can cancel this reservation if the new Sofitel is finally open at the time of your stay.

Thanks, you were right! The status changed to "opening mid 2015" anyway, so the Hyland it is I guess.
EDIT: mid 2016 even!
