While one could easily say "Wynn" hands down,
I think restaurants are YMMV, and depend on personal preferences.

and few few others...
Regarding "regular rooms" if you can book into
Deluxe Augustus or
Premium Palace Tower (at CP) -- these standard rooms hold up very well in comparison to standard rooms at Bellagio.
And, if you only do a "limited" amount of gambling, Harrah's (Caesar's) Total Rewards program will most definitely give the best return (note : future return -- in marketing offers) for you gambling dollar.
edit to add : with a few exceptions (i.e. Villas, Butler Penthouses etc. etc.) neither Bellagio or CP are really considered "true" luxury properties.
