Bonus miles post on the statement where you spent more than 750. If you don't see the 10K bonus miles there, then send an online message saying that you have spent 750 but haven't received the bonus miles. If they respond you by pointing out the 4 month window, take it as a lesson and move on. With amex, they usually give miles or points even if you don't technically deserve them. But I have no experience with citi in this respect.
