Yes, if a hotel has an early departure fee policy, it has the right to make a choice of either charging the early departure fee (probably based upon prevailing rates) and returning the Starpoints for the unused portion of the stay or they can choose not to charge the early departure fee and keep the Starpoints for the reservation as originally booked.
