I second that. Take the Dom Hotel and check the AAA rates.
AND: Avoid flying from FRA to CGN. You can take a high speed train several times an hour between Frankfurt Airport Station and Cologne Central. That takes you about 55 minutes. The Train from Cologne Airport to Cologne Central goes less frequently and it takes you 15 minutes (plus the time and the hazzle of that connecting flight).
