That is true - no pre seat assignment on intra Europe routes except for premium cabins. There are some exceptions for destinations in Russia but for all other routes it's not possible.
And yes, it is hard even for a SEN to get any particular seat. I normally ask for non-exit rows (because of the 1.98 guys next to one...) and even those are hard to get.
