The REAL ID act requires that certain "security" features be part of an ID that is considered "REAL ID Compliant". The REAL ID act is a federal act. But since states issue IDs like Driver's Licenses there isn't consistency in how the REAL ID act was implemented. The states listed on that placard have elected to not implement some/all of those security features. There were multiple extensions to the implementation of the rule but those all ended.

Beginning next January a state issued ID holder from those states listed cannot use their non-REAL ID compliant state issued ID to access TSA checkpoints. Access to other federal facilities (like military bases) using a non-compliant state ID has already been eliminated.

A passport or GE card are acceptable forms of REAL ID compliant IDs for access to federal facilities and will be acceptable for access to the TSA checkpoints for those from states that don't have a REAL ID driver's license.
