it's now 2016Feb, KLM/Air France still doesn't have its own presence in North America. All phone and email enquiries, reservations, complaints, are handled by Delta. All the email and phone numbers posted on their web site (if you select the Canada site, for example) will direct you to Delta. And try making special requests over the phone with Delta agents (e.g. with oversized baggage) for KLM/Air France flights, and they will likely give you the wrong answer, and in the end ask you to contact KLM/Air France/Hop in the Netherlands/France direct.
