Seems like too many nervous people are calling AmEx which alerts them of buying of gift cards which is "prohibited" by T&C. I'm expecting this perk to be locked down explicitly to T&C in 2016.
That might not be technically feasible without reworking the charging systems with the carriers. From what I can see on the charge details, Amex can't tell the difference between baggage charges and gift certs. I'm sure that could be fixed, but at significant cost, and they might get some carrier resistance to that.
Also, those of us who are travel-geeky enough to do the $200 cert routine would probably find ways within the T&C to get that $200 in value (e.g., cover friends' and relatives' baggage charges).
