Oh - and despite the fact that it was a card present purchase, and that it was an EMV transaction, and that I had provided a notification that I was going to be using the card in China, and that I would have entered a pin if the card had been programmed properly, I still got a text request from USAA asking if I had really made that purchase.
After reading the Visa EU rules that tmiw posted, I really am getting annoyed at the US issuers. Make the whole world bend to the US issuer aversion to credit pins.
