Depends on the country. In the UK they often do both upon check in. Swipe your card and then pre-authorise your card via the chip.
My recent experiences at hotels in NL are chip for pre-auth at checkin (with PIN if the card is so inclined) and then chip again at check-out to settle up for the final amount.
I think it was the same when I was in the UK last March.
