I dont think it carries fuel that would require a truly sealed chamber, but you want this surface to be as smooth as possible with as few openings as possible for drag and noise reasons, so it would be naturally buoyant.. Presumably over time it aligned itself into the most buoyant position. Still remarkable that would float for 18 months.
