Multiply the effect due to higher TAS (true airspeed) at altitude and I have no doubt flutter and roll would occur. There is no data base as such, but any large aircraft that looses that large a piece of it's structure would require an investigation by the relevant authority and no doubt a report would be published as that mentioned earlier. Such events are 'reportable occurances' under most (if not all) aviation authorities regulations.
losing a flaperon would be a major event and presumably require an immediate diversion. Experts should be able to confirm the connection through identifying serial numbers within the structure and perhaps some detail of how the wing struck the water through examining sheared pins, etc (after 18 months in salt water this may be impossible).
