My best assumption is yes, as I believe that IHG has traditionally made no distinction from where those points could be earned -- which is generally the same for the other hotel programs.
Bonus points received through promos, including credit card offers, are nonqualifying points for status. The 75,000 points required for the new membership level must be qualifying points.
