IMHO that policy should be changed for W-A Collection in general.
The most loyal Hilton guests (at least Diamonds) should get the breakfast benefit at all W-As.
To exclude them from this benefit means they go for other hotel options within Hilton group or alternatives like LHW.
When I am in Berlin I stay at Hilton Berlin (Mitte) or Palace Hotel (opposite W-A in west), as I get comp. breakfast at the Hilton or breakfast at the Palace with my LHW card.
