I have now called. The agent didn't initially see any award seats but checked for paid. The paid seats came up with the proper code for award. This is a 136 mile flight, so Avios required are a nominal 4,500 points. But the fees are $110.24 plus $25 booking charge. Why are the fees so high? the flight can be purchased for $177.
