It happens and just the fact there *IS* an unlocked checked bag policy in which the owner of the property isn't present, contradicts any argument you have. Even if "your" airport doesn't do that (in my case PVD), others **DO**, illegally, like BOS and JFK (as the article proves).
So, do you send them in locked or unlocked? And which proceedure ends up having them locked when the bags arrive at your destination.
There is no excuse to not have bags checked in the presence of their owners. Period. You have no contradictoray argument otherwise.
So to any Iraqi Information Minsters out there in disguise, do you allow the infidels to check your bag away from BGW (Baghdad) airport without you being present?
