Until you get the actual S-I card in the mail, you are limited to $200 load per day via CC. Soon as you get your card and activate it, you can load $500. If you can't load, just call CPS with the toll number on the screen and they usually ask you to upload some docs to verify your identity and that the cards you're loading are in your name. 5 minutes after they verify your docs, you'll be able to load w/o a problem.
You don't need the app anymore once you're registered with S-I, you can load using your desktop/laptop.
