I've used my UK debit and credit cards with magstripe fallback a few times over the years - as recently as May.
Fallback transactions have no floor limit, they have to go online. Issuers do occasionally approve them still, I actually had a card machine tell me to swipe my card after inserting it yesterday and it was approved just fine but I've also had the same thing and it has declined.
