I'm wondering if it's prioritizing no CVM over PIN instead of the usual signature over PIN. That or signature is sitting behind PIN. Less likely is it having two separate CVM lists like my UnionPay cards have. No way to know until someone applies, though. Easy enough- get the online savings account, then apply for a credit card since you're then a customer.
