The 8 and 65 day rules are Citi-wide rules, and all other card-specific rules go on top of them, not instead of them.

The (12 to) 18 (to 26) month rule applies to non-Executive personal AA card applications. (Ie, you cannot apply for another personal AA non-executive card if you had one "too recently".) The (12 to) 18 (to 26) month rule does not apply for Executive AA card applications, nor does it apply to business AA card applications.

(So, for a simple example, if you never had any AA card before, you can apply for a personal AA plat today and an AA Executive in 8 days. But if you apply for the Executive AA first, you have to wait (12 to) 18 (to 26) months to get the personal AA plat.)

However, the 8 and 65 day rules apply for all Citi applications. So if you happen to apply for some other Citi card (such as Citi HHonors Visa) 8 days after the AA plat (in the example above), then you have to wait 65 days from the AA plat to apply for the AA Executive.
