I think all the AMEX didn't take too much seriously that October 2015 was going to happen, hence they never bothered training their CSRs about it. And now they are totally caught off guard that Walmart just activated their EMV terminals. Having the largest retailer in the US where many cardholders shop is going to be something they have to deal with. It's going to be one heck of a nightmare when more people start tweeting or spreading across social media about EMV issues in the US but CSRs can't explain it because they never received training.
