They're no worse than Chase's CSRs with respect to knowing about EMV, CVMs, and differences between chip-and-signature and chip-and-PIN cards. I received the Citi AAdvantage one too long ago to remember my interactions with the CSR, but I didn't have any intention of using it overseas due to the 3% FTF. There was only one CSR who knew about being able to use the cash advance PIN for online PIN transactions.
Has Chase ever claimed their AMERICAN cards are designed to not be able to be used in the US at chip-enabled merchants? That was over the top incompetent I thought...
