You mention that the cashier was scanning when you inserted the card, this could have been the problem. EMV cards can't usually be inserted until the amount has been pushed the credit card machine (This is mainly because if you were paying contactless you wouldn't have any idea how much you were paying but the same principal generally applies on all newer EMV terminals for all EMV transactions).
For what it's worth, the successful EMV charge I had at Wal-Mart worked even though I inserted the card while the cashier was still scanning. It just sat there and told me to not remove card, then briefly flashed up "waiting for cashier" and then returned to "do not remove card." (I posted a pic of this screen earlier)
