If the problem you're experiencing is the constant reloading of the account homepage under a frame of the existing page header, then this is my workaround, which seems (at least) to work on Safari and Firefox:
1. Clear all cookies and temporary internet files, preferably using something like CCleaner.
2. Log into ba.com.
3. Go to your EC account homepage (if that isn't where you've ended up already).
4. Click on 'Combine my Avios' in the left hand menu.
5. Scroll to the bottom of the Combine my Avios page.
6.
Right click on the red 'Combine my Avios' button and open in a new tab.
7. The Balance Transfer Tool should now open correctly.
I've just tested that method again in FF, and it worked. The key is getting rid of the cookies which seem to play havoc with it.
