And the WiFi was definitely inoperative, as I did attempt to use it. I wrote UA Customer Service about the false advertising.
The FA was wrong. Period. Simply Wrong.
As mentioned above the system will cut out at 10,000 on descent, and as you cross the Chinese border. The cutout is automatic, the system knows where the airplane is, and where the Chinese border is.
