Both cards that I received the offer I made a single ~$5 purchase when the card opened.
First card opened 8/12, rec'd 10/17/12 offer for Nov/Dec/Jan
Second card opened 4/13, rec'd offer 6/19/13 for Jul/Aug/Sep
I think it was low spend driven.
