northpole999, I have some evidence that your understanding is not correct.

A friend was denied access to the IAD IFL when flying LH F.

UA conceded that this practice is not documented by UA anywhere and contravenes the Star Alliance rules (which mention the LH exception but not the UA exception).

UA told him:
Thank you for patience. Upon speaking with a handful of senior
representatives in Houston and Washington, I have confirmed the
original agent’s advisement. The United Global First lounge is
available only for passengers traveling on a United Airline aircraft
in first class internationally. Star Alliance carrier’s (aircraft)
passengers must enter the carrier’s specific lounge; in this case, the
Lufthansa lounge.

Understandably, confirmation of this policy is not the point, but the
policy explanation on the websites. Your comments regarding other
carrier's lounge entry policies will be noted in your case file for
suggestions and feedback too.

Your loyalty is important, and with this in mind, I felt I could not
leave you with just a promise to forward a formal request for an
adjustment of policy clarification regarding lounge access. I am
sending you a day pass for a domestic United Club lounge. Please note,
the pass is for the United Club and not the Global First lounge;
nevertheless, I feel this will be a value to you on your future
travel.
