I've found it pretty readily available, certainly more so than, say, Delta. That said, for most carriers (not all, but most), the fare bucket out of which mileage upgrades come is the same bucket for full award seats. In other words, if there aren't award seats to be booked, there won't be (mileage) upgrade awards to be booked either.
