If you book a budget hotel, like Hotel 81 or Fragrance Hotel, the majority of locations for both of these chains are in Geylang. However, if you are really looking for that kind of action, neighboring countries have Geylang beat for both price and variety I would think. Just a theoretical comment as I am not experienced in this marketplace.
Geylang is not a bad location for a tourist: straight shot from SIN and good access to public transportation.
