He's talking about buying gift cards at Office Depot with a Chase Ink card, which gets 5X points at office supply stores.

Paying taxes with credit card = 1X points

Paying taxes with gift cards purchases at Office Depot with Chase Ink: 5x points

Also, those gift cards purchases at Office Depot are debit cards, so when you pay, the fee is substantially lower (flat fee vs. % fee for CC)

Doesn't matter now though, because Office Depot is getting rid of the $500 cards.
